The ongoing pandemic has caused businesses, including law firms all around the world, to take stock of and to reset their priorities and strategies. Natural and national boundaries have hardened in recent months with the unforgiving spread of the Covid-19 virus. In these uncertain times, with international trade and travel reduced to a trickle, a Chinese proverb stands out – ‘Nothing is impossible to a willing mind’ (世上无难事,只怕有心人)
Today marks a momentous occasion for both Goodwins Law Corporation, a Singapore-based law firm and Sino-Win Law Firm, a Guangzhou-based law firm. Both parties, represented by the Founder and Chairman of Goodwins Law Corporation Dr. Toh See Kiat and Founder and President of Sino Win Law Firm, Mr. Xiao Sheng Fang, signed a Memorandum of Understanding (“MOU”) over video conference held at their respective offices on this very auspicious last day of the Chinese New Year (“Yuan Xiao Jie”).This MOU aims to create a strategic commercial as well as sustainable win–win collaboration for the parties. This is the first formal alliance forged under the auspices of the Lawyers Go Global programme – an initiative of the Ministry of Law, Enterprise Singapore (“ESG”) and The Law Society of Singapore. The event was witnessed by the illustrious President of The Law Society, Mr Gregory Vijayendran SC.
“Notwithstanding the Covid-19 pandemic in the past year, the lawyers in both Sino-Win Law Firm and Goodwins Law Corporation deepened their relationship following the gracious and warm hosting by Sino-Win Law Firm of one of our lawyers Ms Chi Ping Huey, then under the pioneer batch of the Lawyers Go Global programme to Guangzhou in August 2019. Ms Chi was also honoured to represent The Law Society to speak at the 2nd Belt and Road Initiative Forum held in Guangzhou. Subsequently, I made a visit to Guangzhou in December 2019 and personally enjoyed the warm hospitality of the friends at Sino-Win Law Firm. The initiative and drive by both sides, built on a solid foundation of goodwill and friendship, led to the culmination of this happy and joyous milestone. It is an early, precious and befitting gift as Goodwins Law Corporation celebrates its 20th anniversary this year.”
Dr Toh noted that today’s signing of the MOU between Goodwins Law Corporation and Sino-Win Law Firm reaffirmed the belief in the growing demand for legal services in ASEAN, and between ASEAN and China. It also fulfils the Professional Services Industry Transformational Map’s goal of internationalizing Singapore law firms. Moreover, today’s milestone solidly demonstrates the ample strategic opportunities that the ‘Lawyers Go Global’ initiative can provide for Singapore law firms and affirms that lawyers should actively participate in the programme.
Dr Toh further observed that this alliance represents a win-win for both Singapore and Guangzhou / Greater Bay Area firms to jointly work on the Belt and Road Initiative (“BRI”) opportunities. This partnership is also in line with the Chinese Government’s goal for the BRI, which was started to enhance regional connectivity and to embrace a brighter future.

Launched in 2018, the “Lawyers Go Global” programme is a governmental initiative by the Ministry of Law, Enterprise Singapore (“ESG”) and The Law Society of Singapore (“LSS”). This public-private partnership was established as a strategic thrust to provide Singapore lawyers with overseas mission trips as well as training on foreign markets, branding and marketing.
This governmental initiative upholds LSS’s vision for the future for Singapore lawyers. The programme is also in line with the goal of internationalizing local law firms by the Professional Services Industry Transformation Map (“ITM”), launched back in 2018.
Back in 2018, then Senior Minister of State for Law and Finance Ms Indranee Rajah S.C stated, in a note to the legal industry, that with ASEAN projected to become the fourth-largest economy by 2050 and China’s Belt and Road Initiative expected to cover one-third of global GDP and one-quarter of total global trade in goods and services, demand for legal services will grow.
At the ninth meeting of the Singapore-Guangdong Collaboration Council held on 23 August 2018, then Education Minister Mr. Ong Ye Kung stated that Guangdong is a frontier province to contribute towards China’s 2049 vision of a prosperous, modern and harmonious society, and Singapore can be its steadfast partner in this endeavour.
